HRC to Trump and Pence: Stop Attacking LGBTQ Youth and Families

HRC responded to Vice President Mike Pence’s address commemorating National Adoption Month with a reminder of the Trump-Pence White House’s track record of attacking LGBTQ children and adults in the adoption and foster care systems.

Trump and Pence relentlessly marginalize LGBTQ people and attempt to erase our existence,” said HRC President Alphonso David. “Their disturbing worldview extends into the adoption and foster care systems, where they support giving federally-funded foster and adoption agencies a license to discriminate against LGBTQ children and prospective parents, religious minorities and other vulnerable groups. LGBTQ youth are tragically overrepresented in foster care, and this White House continues to exacerbate the marginalization, harassment and discrimination that LGBTQ youth in foster care and families face.”

This month, Trump and Pence proposed a federal regulation that would strip away nondiscrimination requirements and permit all HHS grant recipients, notably adoption and foster care agencies, to discriminate against LGBTQ people, and in many circumstances religious minorities and women, and still receive federal funding.

In April, HHS announced a proposed federal rule that would abandon data collection on the sexual orientation of youth in foster care and foster and adoptive parents and guardians in the Adoption and Foster Care Analysis and Reporting System (AFCARS).

In January of this year, Trump-Pence’s HHS granted a waiver from federal non-discrimination requirements to South Carolina’s Foster Care Program, which has contracted with a child welfare provider who seeks permission to refuse to serve prospective parents who do not share their religious beliefs, but who want to continue to receive federal funding to provide those services. South Carolina requested the waiver to allow federal funds to go to a child welfare agency that refused to work with Jewish and Catholic people who were otherwise eligible to support children in need.

In May of 2017, the Trump-Pence White House put out an executive order mandating the Department of Justice to work agency by agency to regulatory create broad exemptions allowing faith-based organizations to discriminate against those who do not agree with their personal beliefs.

In 2017, HRC released a report, titled Disregarding the Best Interest of the Child: License to Discriminate In Child Welfare Services, detailing the harms of efforts to write anti-LGBTQ discrimination by child welfare agencies into law. Statistics suggest that an estimated two million LGBTQ adults in the U.S. are interested in adoption, but the LGBTQ community often remains an untapped resource when it comes to finding families for children and youth in foster care. The report debunks the myth that having more providers is the key to higher rates of placement in homes; the bottleneck is not the number of providers, but the number of prospective parents. Where providers have ceased to provide services rather than comply with nondiscrimination laws, placement rates did not decrease significantly as a result.

Further, research consistently shows that LGBTQ youth are overrepresented in the foster care system, as many have been rejected by their families of origin because of their LGBTQ status, and are especially vulnerable to discrimination and mistreatment while in foster care. This regulation would only exacerbate these challenges faced by LGBTQ young people.

HRC and UConn Launch Survey to Examine Health Care Experiences of Black and Latinx Young Adults

HRC Foundation and researchers at the University of Connecticut are conducting a study to better understand the health care experiences of Black and Latinx young adults. This survey will ask respondents about their health care experiences, including their knowledge and experiences with PrEP. The survey will also ask participants questions about their background and identity, such as their education, relationships and age, and how these have shaped their experiences in the world. All responses are anonymous.

HRC Foundation is committed to addressing gaps in health care, including the lack of access to life-saving medication that contributes to HIV and health inequities in Black and Latinx communities. According to HRC Foundation’s analysis of CDC data, nearly one in four Latinx and Black LGBTQ high school youth say they have not received education about HIV prevention in their schools. This is unacceptable.

Our goal with this project is to identify ways to better connect community members with tools such as PrEP, and with inclusive, competent providers. The results of this survey will be shared with medical providers, policymakers and advocates in an effort to expand access to HIV prevention and care services. We want to help everyone get the care they want, need and deserve.

The survey questions were developed collaboratively with Black and Latinx community members and health care providers, as well as other survey experts. When undertaking surveys, HRC’s goal is to always make sure that the questions are relevant, inclusive and respectful, while being consistent with previous scientific studies to the extent possible.

Jeff Sessions is a Dangerous Opponent of Equality

HRC announced our opposition to the newly announced U.S. Senate bid of former Attorney General Jeff Sessions.

“At every point in his career, Jeff Sessions has used his power to discriminate against LGBTQ people, people of color and anyone who doesn’t look or think like him,” said HRC President Alphonso David. “From his time as Alabama Attorney General to the Senate to his horrific leadership at the Department of Justice, Sessions has systematically worked the levers of government to deny the rights of others. In 2017, Alabama voters chose equality by electing Sen. Doug Jones. We are hopeful that Alabamians will continue along that path, and deny Jeff Sessions, Roy Moore, or any of the anti-equality politicians who are seeking this office as a means to discriminate.”

In the Alabama special election for U.S. Senate in 2017, HRC organized more than 20 GOTV events — including phone banks, canvasses, and community events in the closing weeks of the campaign. For two months, more than 160 HRC volunteers and 11 HRC staff worked to reach the nearly 200,000 “Equality Voters” across Alabama — a voting bloc comprised of not only the 100,000 LGBTQ voters in the state but also the thousands of additional allies HRC has identified statewide. HRC also partnered with allied civil rights organizations, including the NAACP of Alabama and others, to increase voter turnout.

Pro-Equality Eliz Markowitz Forces Runoff In Texas Special Election

HRC released the following statement celebrating Eliz Markowitz’s victory in the special election for the Texas State House of Representatives:

“Tonight’s results make it clear the Eliz Markowitz’s message of equality and fairness has resonated with Texas voters,” said HRC Texas State Director Rebecca Marques. “Texans need leaders like Eliz in Austin working to protect us and bring us closer to full equality, especially as lawmakers at the state and federal level continue to pursue anti-equality policies that harm LGBTQ Texans. HRC was proud to endorse Eliz and will continue to help turn out the vote in the weeks to come.”

In 2018, HRC deployed staff on the ground across the state to help elect pro-equality candidates across Texas. Our work led to a resurgence for pro-equality candidates across Texas. Earlier this year, HRC added Texas as a Project One America state, increasing our electoral and programmatic work across the state. In addition to Markowitz,this year  HRC has endorsed Reps. Fletcher and Allred, congressional candidates Gina Ortiz Jones and State Rep. Julie Johnson.

Heading into the 2019 Texas legislative session, there were 23 anti-LGBTQ bills filed. With the leadership of the newly created LGBTQ Caucus, the Texas legislative session concluded with only one anti-LGBTQ bill, SB 1978, being passed into law. SB 1978 was originally filed as a broad, sweeping anti-LGBTQ bill. However, after concerns raised by the LGBTQ Caucus, advocates and other organizations, significant changes were made to the bill.

The LGBTQ caucus was started by five women in the House: State Rep. Mary González, Rep. Celia Israel, Rep. Jessica González, Rep. Julie Johnson and Rep. Erin Zwiener. Several of the members identify as openly LGBTQ. Earlier this year, at the National Conference for State Legislators in Nashville, the Human Rights Campaign honored the members with a reception to celebrate their leadership and legislative success in 2019. Should Markowitz be elected, she would join the caucus as its sixth member.

HRC Applauds New Pro-Equality Majorities in Virginia Legislature

Today, HRC celebrated Virginia’s newly elected pro-equality majorities in both the House and Senate. 

“Tonight’s election results send a powerful message that Virginians support a bold, progressive vision for the future of the Commonwealth,” said HRC President Alphonso David. “For far too long, anti-LGBTQ politicians have had a chokehold on Virginia’s legislative process and blocked efforts to pass statewide LGBTQ non-discrimination protections, sowing hate and division while putting the lives and livelihoods of LGBTQ Virginians at risk. The Human Rights Campaign worked tirelessly to turn out the 1.2 million Equality Voters in Virginia, and tonight we elected new leadership in Richmond that will put Virginians first.  We look forward to working with the new majority to ensure these critically important protections are finally passed into law.”

For years, the Human Rights Campaign has worked with Equality Virginia and others to expand Virginia’s non-discrimination protections to include LGBTQ people. However, despite majorities in both the House and Senate supporting the legislation, Speaker Kirk Cox refused to bring the legislation up for a vote. Cox and Majority Leader Tim Hugo not only acted counter to members of their own caucus and the Virginia public, but also counter to the desires of their own base. According to polling, these measures have overwhelming support among Virginians, including a majority of Virginia Republicans. Over the past several elections, HRC has successfully elected pro-equality champions at every level of Virginia’s state government and will continue to engage in this important work in the weeks and months leading up to this November’s election. 

In August, the Human Rights Campaign endorsed 27 candidates and committed to invest over $250,000 to elect pro-equality candidates across Virginia. The endorsements marked the beginning of HRC’s largest ever field, digital and direct mail program in the Commonwealth of Virginia.

From Northern Virginia to Hampton Roads, HRC field organizers were deployed to mobilize 1.2 million Equality Voters across the commonwealth. In 2018, HRC used sophisticated analytics to identify and mobilize 57 million “Equality Voters” nationwide who prioritize LGBTQ-inclusive policies including marriage equality, equitable family law, and laws that would prohibit discrimination on the basis of sexual orientation and gender identity. HRC targeted and turned out these voters in the 27 districts where HRC made an endorsement.
