UNCONSCIONABLE — HUD PROPOSES RULE THAT WOULD ALLOW DISCRIMINATION AGAINST TRANS PEOPLE AT HOMELESS SHELTERS: The new rule would allow federally-funded shelters to discriminate against transgender and gender non-conforming people.
