U.S. COURT OF APPEALS ISSUED IMPORTANT DECISION THAT HIV-RELATED STIGMA HAS NO PLACE IN GOVERNMENT OR EMPLOYMENT: The U.S. Court of Appeals for the Fourth Circuit upheld a preliminary injunction against the Air Force, which appealed a decision of a district court to continue allowing discharge of personnel simply because they are living with HIV. NEW VIRGINIA MEASURE EXPANDS SAFEGUARDS FOR TRANSGENDER SUDENTS: The recently signed legislation requires the Virginia Department of Education to develop and publish rules regulating treatment of transgender students.
