NINTH CIRCUIT DENIES ANOTHER TRUMP-PENCE EFFORT TO IMPLEMENT TRANS MILITARY BAN: The administration had sought a stay from the Ninth Circuit on a district court decision that halted implementation of the policy. This ruling comes in Karnoski v. Trump, a case brought by Lambda Legal and Outserve-SLDN. HRC is an organizational co-plaintiff in the case on behalf of our transgender members serving or wishing to serve their country. Said HRC National Press Secretary Sarah McBride (@SarahEMcBride): “After a string of victories for transgender troops and enlistees at the district court level, this appeals court ruling reinforces that there is simply no need or legitimate reason to bar capable and willing transgender Americans from serving their country. We are grateful to Lambda Legal and Outserve-SLDN for their representation in this critical case, and we hope that the constitutional rights of transgender Americans will continue to be upheld by the courts as this case proceeds.” More from HRC and Metro Weekly.

THANKFUL THURSDAY — BETHLEHEM, PA., BECOMES LATEST CITY TO PASS MEASURE PROTECTING LGBTQ YOUTH FROM DANGEROUS “CONVERSION THERAPY”: “No child should be put through the dangerous and inhumane practice of conversion therapy which doesn’t work, and is tantamount to child abuse,” said Allison Van Kuiken, HRC Pennsylvania State Director. “That’s why this abusive practice has been condemned by every major medical and mental health organization, and why 14 states and Washington, D.C. have enacted laws or regulations to protect LGBTQ minors.” More from HRC, Metro Weekly and PennLive.

HRC JOINS MORE THAN 100 CIVIL AND HUMAN RIGHTS GROUPS CALLING ON SENATE TO REJECT TRUMP’S ANTI-LGBTQ SCOTUS NOM: In a letter to the U.S. Senate, the groups write, “Critical civil and human rights issues hang in the balance, including access to health care for millions of Americans, the ability of women to control their own bodies, voting rights, labor rights, economic security, rights of immigrants and persons with disabilities, LGBTQ equality, equal opportunity and affirmative action, environmental protections, and whether the judiciary will serve as a constitutional check on a reckless president.” More from The National Review.

HRC RELEASES NEW GUIDE FOR HIV PREVENTION, TREATMENT AND CARE ON HBCU CAMPUSES: “In the fight to end HIV and AIDS, we must ensure our work touches every college and university campus — and especially those primarily serving Black college-aged students, who are disproportionately impacted by the epidemic,” said Leslie Hall, Associate Director of the HRC Foundation HBCU Program. “This new guide, shared last week with HBCU leaders, will help these institutions provide equitable treatment, expand access to care and offer educational resources for people living with HIV and LGBTQ students.” More from HRC.

ADVOCATES PROTEST TRUMP-PENCE PLAN TO ROLLBACK RULE PROTECTING TRANS HEALTH: The administration claims it may have to modify regulations implementing section 1557 of the ACA, which expressly protects individuals from discrimination on the basis of gender identity and sex stereotyping. Said HRC’s Charlotte Clymer at the rally, “The courts and the science are on our side, but it is the public that needs to be made aware of the hatred and viciousness of this White House.” More from Washington Blade.

REP. LOIS FRANKEL (D-FL) INTRODUCES EMPOWER ACT TO ADDRESS GAPS IN ENDING WORKPLACE HARASSMENT:“The epidemic of sexual harassment in the workplace is pervasive across all industries and impacts all demographics — including the LGBTQ community,” said HRC Government Affairs Director David Stacy. “Employers should not be allowed to hide behind nondisclosure agreements that pressure survivors to remain silent in exchange for their job.” More from Bustle, Refinery29 and Vice.
