Tracking Equality Across the Nation

As legislative sessions continue in state capitols across the country, HRC is tracking more than 118 anti-LGBTQ bills and more than 178 pro-equality bills introduced in state legislatures.

Despite broad support for LGBTQ equality and the historic national win on marriage equality in 2015, some state lawmakers have continued to advance an anti-LGBTQ agenda. HRC’s 2017 State Equality Index tracked last year’s continued attacks on the LGBTQ community, monitoring 129 bills introduced in 30 states designed to restrict the rights of LGBTQ individuals and their families. And the attacks are continuing in 2018.

But we aren’t just on the defense, we’re also working to pass pro-equality bills across the country. With more than 178 pro-LGBTQ bills filed, we are working hard with our local partners to make sure we are gaining ground in our fight for LGBTQ equality. Thirty legislatures are currently in session.

Here are major updates from this week:

Alaska

Yesterday was Election Day in Alaska, where HRC was on the ground in Anchorage, working alongside Fair Anchorage and coalition partners to mobilize members and supporters to vote NO on the discriminatory Proposition 1. The discriminatory ballot measure would rip away crucial non-discrimination protections and enshrine discrimination into law by forcing transgender people to use facilities that are inconsistent with their gender identity. Mail-in voting ended yesterday, and early results indicate voters may reject the anti-transgender proposition. HRC served on the executive committee for Fair Anchorage, and had field staff working on the ground with the campaign to mobilize opposition to Proposition 1 and elevate transgender voices and stories in the fight. A bipartisan list of Anchorage community leaders and businesses spoke out against the proposition, including leaders from faith communities, the Anchorage Economic Development Corporation, Anchorage Chamber of Commerce, the superintendent of public education and both mayoral candidates. Results are expected to be certified by April 10.

“We are encouraged by the results of the first 50,000 votes, representing a quarter of all of Anchorage registered voters, and are optimistic that this discriminatory proposition will be defeated as the remainder of mail-in ballots continue to be counted,” said HRC National Field Director Marty Rouse. “HRC was proud to work on the ground alongside our Fair Anchorage coalition partners, leading transgender advocates, and Equality Voters across Anchorage. We are also thankful for the significant faith and business leaders who have spoken out against this dangerous, anti-transgender ballot measure.”

California

On April 3, AB 2943, a bill to expand existing state protections against conversion therapy using state consumer protection law, was heard in the Assembly Committee on Privacy and Consumer Protection. The bill was passed by a vote of 8-2. It now goes to the Judiciary Committee.

Colorado

Although HB 18-1046, a pro-LGBTQ bill that would ease the process of documentation updates for transgender Coloradans, had passed the House, it was killed in a Senate committee on a party-line vote last week. HB 1245, an anti-conversion therapy bill, will receive a full House vote today. In three previous sessions, this bill has passed the House but not the Senate.

Georgia

The Georgia legislature adjourned on March 29. HRC has worked hard throughout the session  with Georgia Equality and other partner organizations to oppose SB 375, a license to discriminate in the provision of child welfare services. This discriminatory bill did not pass this session, but it has a high probability of being introduced again next session.

Hawaii

SB 270, a bill to protect youth from the harmful practice of so-called “conversion therapy,” needs to pass out of the House Judiciary Committee by April 5 to move forward. The bill passed the Senate last month. It has been scheduled for a hearing and potential vote today, April 4. If it passes out of committee today it would be voted on by the full House most likely next week. If no amendments are passed, the bill would then head to the Governor.

Kansas

In recent weeks, the Kansas House unanimously passed HB 2481, a broad adoption bill, without adding anti-LGBTQ amendments. However, during Senate debate last week, an amendment providing a license to discriminate in child welfare services was added. As amended, HB 2481 would create a license to discriminate for taxpayer-funded child placement agencies to refuse to place children with LGBTQ foster or adoptive parents, single parents or any parents who don’t share all the tenets of the agency’s faith.  In response, the House rejected the changes made by the Senate.  To pass, the bill will either need to be resolved by a conference committee (conferees from both Houses were appointed this week) or would need to be reconsidered and concurred to by the House. HRC is working with Kansas Equality Coalition and preparing for both possibilities by urging our members to speak out against this discriminatory and unnecessary legislation.  The Kansas legislature is scheduled to gavel out Friday and return on April 26 for a veto session.

Maryland

Last week, the Maryland State Senate passed SB 1028, legislation protecting LGBTQ youth in the state from the dangerous and debunked practice of so-called “conversion therapy.” Earlier this week, the bill passed out of the House Health and Government Operations Committee and this morning, SB 1028 passed the full House 95-27 with bipartisan support.  If signed by Governor Larry Hogan, Maryland would join the growing number of states and municipalities adopting critical protections for LGBTQ youth.

Oklahoma

SB 1140, a license to discriminate in child welfare services bill, which has passed the Senate, is likely to have a hearing next week in the House Judiciary Committee. The bill would make it harder for kids to find foster and adoptive families by allowing taxpayer-funded government contractors to refuse to work with LGBTQ individuals, same-sex families, or other qualified prospective parents who do not share all the tenets of the contractor’s faith.

Tennessee

HB 2620, an anti-transgender bill that would force the state’s attorney general to defend or pay for the defense of anti-transgender policies adopted by schools, was passed by the House Civil Justice Committee last week. It was then sent to the Finance Ways and Means Committee for a hearing yesterday, where the bill was “taken off notice,” meaning it likely will not move forward.  Also yesterday, the Senate companion SB 2480 failed in the Senate Judiciary Committee. HRC was on the ground for the hearings, submitted written testimony against both bills and worked alongside the Tennessee Equality Project to oppose these bills, which are so far this year the only anti-transgender bills in the country to receive a positive committee recommendation. The Tennessee legislature is expected to adjourn on April 16.

Adam Rippon is no longer single. The U.S. figure skater went public with his new boyfriend in a shirtless photo posted to Instagram.

The caption accompanying the photo, posted two days ago, simply said “Good boys Finnish ?? first”.

Today Rippon confirmed to People that the man in the photo Jussi-Pekka Kajaala, is his new boyfriend, who hails from Finland.

Rippon called the relationship “fresh.”

“I’m fresh,” he added.

People adds that the two met via Tinder, according to a friend: “About a week or two ago, the pair made it official, Rippon says while promoting his upcoming Stars on Ice tour alongside fellow 2018 Olympians including Mirai Nagasu, Nathan Chen and Bradie Tennell.”

Maryland State Legislature Sends Bill to Protect LGBTQ Youth from “Conversion Therapy” to Gov. Hogan

Today, HRC along with FreeState Justice, a legal advocacy organization that seeks to improve the lives of LGBTQ Marylanders, and WISE urged Maryland Governor Larry Hogan to sign SB 1028 — legislation protecting LGBTQ youth in the state from the dangerous and debunked practice of so-called “conversion therapy.” This important bill was passed today in the Maryland House of Delegates by a vote of 95-27 and was previously approved by the Maryland State Senate. If signed by Governor Hogan, Maryland would join the growing number of states and municipalities adopting critical protections for LGBTQ youth.

“All children deserve to live their lives authentically and should never be subjected to the abusive practice of so-called conversion therapy,” said HRC Senior Vice President for Policy and Political Affairs JoDee Winterhof. “This dangerous and ​inhumane practice has no basis in science and is ​uniformly rejected by every major mental health ​organization in the country. We thank the state legislators who voted to protect LGBTQ youth and now call on Governor Hogan to sign this crucially important legislation.”

“The Maryland General Assembly has chosen to protect our youth by joining the growing list of states banning conversion therapy,” said FreeState Justice Executive Director Mark Procopio. “These widely discredited and harmful practices have no place here. Governor Hogan’s signature on this legislation will send a message to LGBTQ youth across our state that they are perfect just the way they are.”

SB1028 was introduced in the Maryland State Senate by Senator Richard Madaleno and in the House of Delegates by Delegate Bonnie Cullison and passed the legislature with bipartisan support.

Senator Madaleno said, “No minor should be forced to go through a practice that clearly every reputable health care organization has dismissed as being both ineffective and unethical. All it does is create more harm and more anxiety for the young person. I am pleased, and frankly, relieved that this bill has passed: relieved, because this bill will help save so many young people’s lives.”

Delegate Cullison said, “I am so grateful and happy to have been a part of this affirmation of our LBGTQ youth. Today, with passage of SB 1028, Maryland has made a strong statement that these young people are not broken–they are beautiful! We owe them our support and our protection under the law.”

There is no credible evidence that conversion therapy can change a person’s sexual orientation or gender identity or expression. To the contrary, research has clearly shown that these practices pose devastating health risks for LGBTQ young people such as depression, decreased self-esteem, substance abuse, homelessness, and even suicidal behavior. The harmful practice is condemned by every major medical and mental health organization, including the American Psychiatric Association, American Psychological Association, and American Medical Association.

Connecticut, California, Nevada, New Jersey, the District of Columbia, Oregon, Illinois, Vermont, New York, New Mexico, Rhode Island, and Washington all have laws or regulations protecting youth from this abusive practice. A growing number of municipalities have also passed similar protections, including cities and counties in Ohio, Pennsylvania, Washington, Florida, New York, Arizona, and Wisconsin.

According to a recent report by the Williams Institute at UCLA School of Law, an estimated 20,000 LGBTQ minors in states without protections will be subjected to conversion therapy by a licensed healthcare professional if state officials fail to act.

HRC has partnered with the National Center for Lesbian Rights (NCLR) and state equality groups across the nation to pass state legislation ending conversion therapy. More information on the lies and dangers of efforts to change sexual orientation or gender identity can be found here.

Look, we get it. Between work stress, the everyday onslaught of horrible headlines and the any day now mass exodus off Facebook, it’s tough to keep up with friends. Round up your buddies and plan an unforgettable getaway to one of our favorite destinations: Key West.

You may have raged in Vegas or taken a big bite of the Big Apple in NYC, but Key West offers gay travelers an utterly unique vacation spot that blends fun in the sun with the “One Human Family” ethos that’s made it a must-visit for the LGBT community.

Leave your inhibitions behind, and cut loose with these suggestions for you and your best buds.

There’s no better base of operations than Island House. The acclaimed all-male, clothing-optional resort is an idyllic getaway for any gay man. All shapes and sizes are welcome and celebrated, so worry not about dropping trou around the perfectly heated pool.

In fact, you could spend the bulk of your trip at the pool at Island House, and it would still be a worthwhile vacation spot. It’s the center of the social scene at the resort (and the rest of the island, really). Locals swing by for the daily happy hour, where guests drink free (yes, even top-shelf liquor). It’s the best way to get loosened up without blowing your budget. On Sunday afternoons, the weekly naked pool party pumps up the jams and naked shot boys pass around delicious drinks.

If you tire of lounging poolside, you can venture up to the sundeck to catch some rays, or take a dip in either the indoor or outdoor hot tubs. You and your buddies won’t have any trouble finding a good time around the property (though indulging in those carnal desires isn’t required to enjoy your stay). However, if the mood strikes you, there’s also a 24-hour video room (or, as it’s affectionately referred to around Island House the “library” or “cultural center”) to satisfy your needs.

When you need a break from the social scene, retreat to one of Island House’s comfortable rooms. Get your group together in the luxury two bedroom apartment and enjoy a full kitchen with island seating, a living room with leather sofa, a private porch and two separate bedrooms. It’s a great home base to come back to for a little bonding with old friends (and maybe a few new ones you pick up at the pool).

You won’t have to worry about going hungry at Island House either. We’ve already shared some of our favorite dishes in Key West, but you could eat like a king without ever leaving the property. The 24-hour café boasts some of the best food on the island, and you can order just by using your room number. (Chances are you won’t be wearing any pockets in which to stick a wallet.) However, the Key West institution Pepe’s is just a short walk away, and their breakfast specials are like delicious hangover antidotes.

We all have that one friend that can’t go a whole vacation just relaxing, so luckily there’s plenty to see and do around the island as well. Keeping in the spirit of a boys weekend bender, head to a drag show at Aqua. The polished, professional queens put on one helluva show, so come packing plenty of singles.

Save some of those dollar bills for the boys at Bourbon Street Pub. The video bar has some of pop’s biggest hitmakers playing on several screens as go-go boys shake their stuff and get friendly on several bars.

No trip to Key West would be complete without a ride aboard the Blu Q, Key West’s longest-running all-gay charter. They specialize in all-male, clothing-optional excursions for an unforgettable day on the water sailing, snorkeling or paddle boarding.

By the end of the weekend you’ll leave with plenty of memories (and probably very few tan lines).
