「ドラえもん募金は被災地に届かず朝鮮へ」デマがTwitterで拡散　テレ朝が全面否定

2月6日に発生した台湾東部での地震をめぐり、「台湾の地震で募金する時の注意事項」として、「ドラえもん募金、サザエさん募金は一部しか（被災地に）届かず、残りは朝鮮へ」「日本ユニセフはアグネス・チャンやスタッフの収益に大半が消費される」などと記されたツイートが拡散されている。

名前を挙げられたのはFNS系列の「サザエさん募金」、テレビ朝日系列の「ドラえもん募金」、公益財団法人「日本ユニセフ協会」、ピースウィンズ・ジャパンの4団体。

このツイートは2月8日現在、6万件以上もリツイートされている。

投稿した本人は別のツイートで「注意喚起が広まるのは嬉しい事」と書き込んでいるが、結論から言うと今回のツイート内容は「デマ」だ。

ハフポスト日本版では、ツイートで挙げられた全ての募金の運営主体に取材した。

■テレビ朝日「ご指摘のような事実はありません」

テレビ朝日広報部室は今回のツイートについて、「ご指摘のような事実はありません」とした上で、こう答えた。

「ドラえもん募金は、NTT東日本が適用している災害募金サービスを利用しています。使途などについては、その都度ホームページなどでご報告させていただいております」

直近では、2016年に発生した熊本地震で「ドラえもん募金」を実施。「寄せられた募金は、テレビ朝日福祉文化事業団を通じて、全額を熊本県に寄付いたしました」と報告している。

なお、今回のツイートに対する対応については「お答えを控えさせていただきます」とするにとどめた。

■フジテレビ「全額を寄付している」

フジテレビ企業広報室は、「今回起きた台湾地震に関して、サザエさん募金は実施しておりません」とした上で、FAX文書で以下のように回答した。

「過去に実施したサザエさん募金で、全国の皆様からご寄付いただいた貴重な募金は、全額を日本赤十字社や公益財団法人日本ユニセフ協会などに寄付しております」

「本募金は、全国のフジテレビ系列各局のテレビネットワークであるFNSが運営しており、銀行口座などへの振り込みを通じて受け付けていますが、実施の判断基準につきましては、回答を控えさせていただきます」

「ご指摘のツイートについて、現段階では何らかの対応を取る予定はございません」

■日本ユニセフ協会「事実ではございません」

日本ユニセフ協会広報室の担当者は「（拡散されているツイートの容は）事実ではございません」とし、募金の使途についてこう説明する。

「お預かりする募金の最大25%の範囲内で、募金活動（領収書/寄付控除申請書類の印刷・発送費や振込/決済に係る費用などを含む）、広報活動、アドボカシー活動などの国内での活動に充てさせていただいております」

日本ユニセフ協会は、ユニセフ（UNICEF、国連児童基金）と民間をつなぐ「日本における唯一の公式窓口」。世界に34あるユニセフ協会（国内委員会）の一つだ。

ユニセフ本部との間では「毎年、最低でも募金収入額の75％を拠出する」と定めた協定を交わしており、財務諸表も公開している。

収支報告によると、2016年度（1月～12月）は集まった募金（総額176億3107万6839円）のうち144億円をユニセフに拠出。これは2016年の募金収入の81.7％にのぼる（2017年度の収支報告は4月発表予定）。

さらに、アグネス・チャンさんに関する記述も、「事実ではございません」と否定する

アグネスさんは、1998年に「日本ユニセフ協会大使」に就任。これはユニセフ公認の「親善大使」のうち「国内大使（National Ambassador）」にあたる。

「国内大使」は、各国のユニセフ国内委員会が任命し、ユニセフ本部が承認するユニセフ公認の地位。

ユニセフ公式サイトには、アグネス・チャンさんとプロサッカー選手の長谷部誠さんの名前が「国内大使」として記されている。同サイトでは黒柳徹子さんも「国際大使（International Ambassador）」の欄で紹介されている。

同広報室は「ユニセフ親善大使は全くの無報酬。世界の子どもたちが直面する問題を訴え、子どもたちへの支援を呼びかけるため、ユニセフの活動に協力くださっています」と答えた。

今回のツイートについて、同広報室は「現時点で具体的な対応を依頼する予定はありません」としたが、今後も誤った情報が拡散された場合は公式サイトやTwitterで随時説明していく方針だという。

なお、台湾地震への募金については「当協会として、台湾地震の募金活動をする予定はございません。ユニセフ本部からもそうした要請は届いておりません」と回答した。

■ピースウィンズ「法的措置をとる方針」

「北朝鮮系」の団体だと名指しされたNGO「ピースウインズ・ジャパン（PWJ）」の広報担当者も、「100％事実無根です」とツイートの内容を全面的に否定。

PWJによると、同団体は北朝鮮の食糧危機が深刻化した1998年6月、同国にコメ60トンの食糧支援を実施。しかし、「最も支援を必要としている人たちへ届いているかどうかを確認するのが難しくなった」として、同年内中に撤退。

その後、北朝鮮に対しては「全く支援をしていない」としており、財務諸表も公開している。

今回の台湾地震ではレスキューチームのメンバーを現地に派遣。現地の消防団などと連携し、救助作業などに従事している。

担当者は「災害時のこうしたデマは、本当に残念なことだと思います」「こうしたデマが6万以上もリツイートされているのは怖いことです」とした上で、「すでに顧問弁護士に相談しており、法的措置をとる方針です」と明かした。　

■過去にはデマ拡散で逮捕事例も

2016年4月の熊本地震では、地震発生直後に「熊本の動物園からライオンが逃げた」というデマ情報をTwitterに投稿した男が、熊本市動植物園の業務を妨害したとして「偽計業務妨害」の疑いで逮捕されている。

このツイートは、1万7000回以上もリツイートされ、熊本市動植物園には問い合わせなどの電話が100件を超えたという。
