SIX MEMBERS OF PRESIDENTIAL COUNCIL ON HIV RESIGN, CITING NO STRATEGY OR RESOURCES: In an alarming oped in Newsweek titled “Trump Doesn’t Care About HIV. We’re Outta Here,” one of the six dedicated HIV experts who had served on the Presidential Advisory Council on HIV/AIDS (PACHA) write about leaving over the Trump Administration’s complacency in fighting the HIV epidemic. “The Trump Administration has no strategy to address the ongoing HIV/AIDS epidemic, seeks zero input from experts to formulate HIV policy, and — most concerning — pushes legislation that will harm people living with HIV and halt or reverse important gains made in the fight against this disease,” they write. TRUMP’S ATTACKS ON PROGRESS TOWARD ACHIEVING A HIV-FREE GENERATION: While paying lip service to the need to address the HIV epidemic, the administration actually plans to reduce activities around testing, prevention efforts, and support services for persons living with HIV. Trump supports the egregious American Health Care Act (AHCA), which would disproportionately affect vulnerable populations — including those living with HIV/AIDS. The bill’s draconian caps will cut access to Medicaid coverage for people living with HIV, restricting access to life-saving treatments.
● Trump’s proposed budget includes a 20 percent cut to CDC prevention efforts for HIV, hepatitis, STIs and tuberculosis. It also proposed curtailing Pre-Exposure Prophylaxis (PrEP) prevention projects.
● He also proposes gutting research at the National Institutes of Health by $6 billion, with $838 million slashed from the Institute focused on finding a cure for HIV.
● The proposed budget also aims to block Planned Parenthood from receiving reimbursement for services under the Medicaid program — dramatically curtailing access to HIV testing.
BETSY DEVOS PLOTS ROLLBACK OF TRANS STUDENTS’ RIGHTS: A memo obtained by The Washington Post’s Emma Brown (@EmmersBrown) from the Department of Education’s Office for Civil Rights indicates that discrimination against transgender students may be handled on a “case-by-case” basis, and lawyers have leeway to dismiss cases involving a student’s access to facilities including restrooms. While students are still entitled to the legal protections guaranteed by Title IX of the Education Amendments of 1972, this is yet another move by the Trump Administration and Secretary of Education Betsy DeVos to muddle schools’ obligations to transgender youth — who face disproportionately high rates of bullying, harassment and discrimination — and sends a dangerous message that the current administration may not enforce inclusive policies or stand up for transgender children at school. ● Reminder: In February, under the direction of Attorney General Jeff Sessions and DeVos, the U.S. Departments of Justice and Education revoked the Obama Administration’s guidance detailing best practices for protecting transgender students under Title IX.
● The bipartisan U.S. Commission on Civil Rights announces investigation into Trump Administration — NBC reports that the watchdog group is concerned about proposed cuts to departments that oversee civil rights, leaving “communities of color, LGBT people, older people, people with disabilities, and other marginalized groups exposed to greater risk of discrimination.” Read more at NBC.
MONDAY MUST WATCH: Stephanie Ruhle (@SRuhle) of MSNBC highlights the rise of anti-LGBTQ bills, noting that more than 100 bills in 29 states have been introduced in statehouses across the country. Many of these bills specifically target the transgender community, or aim to give taxpayer-funded agencies and employees a ‘license to discriminate’ against the LGBTQ community. More from MSNBC.

TWO-DAD FAMILIES ON THEIR EXPERIENCES WITH PARENTAL LEAVE: The United States is the only industrialized nation that provides no paid family leave, maternity or parental, to working adults. Of the states that require paid leave, only four states (NY, NJ, CA, RI) and DC require employers to grant paid leave for workers who need to care for a child that they are parenting regardless of their legal or biological relationship. Thus, LGBTQ parents are not always given the same rights as other caretakers. In fact, seven-in-ten LGBTQ Americans live in states that lack a leave law or have a law that only allows leave for workers who have a biological or legal relationship with the child. Since 1965, fathers in the U.S. have nearly tripled the time they spend caring for children and are now just as likely as working mothers to say they find it at least somewhat difficult to manage work and family responsibilities. Bias against prospective LGBTQ adoptive parents “remains pervasive,” he reports. Donald Trump’s lawyer Jay Sekulow appeared on CNN’s New Day to shoot down claims that the president is under investigation, despite this tweet on Friday from Trump himself:

After repeated insistence that the president is not under investigation, Cuomo asked Sekulow why he hasn’t just picked up the phone to call and ask
“And why you haven’t picked up that phone to find out is a little odd. If I hired you I’d want you to make that phone call…
Replied Sekulow: “Well, you haven’t hired us because we represent the president of the United States.”
Responded Cuomo: “Thank god. Thank god I don’t need you right now, Jay Sekulow.”
Added Cuomo, later: “You could just get the answer to this rather than trafficking in speculation.”

Caitlyn Jenner Jokes About GOP Baseball Shooting: ‘Liberals Can’t Even Shoot Straight’ – WATCH
Discussing the attack last week during which House Majority Whip Steve Scalise and others were shot at the GOP practice for an annual congressional charity baseball game between Democrats and Republicans, Caitlyn Jenner said that “Liberals can’t even shoot straight.”
Trump supporter Jenner was speaking at an event during the College Republican National Committee’s convention. Video of the press-free dinner last Friday was later published on Facebook by a College Republican group in Virginia. That video has since been removed, but portions of it have been posted to YouTube.
Said Jenner, via the Washington Examiner:
“Nobody deserves what happened out there. There’s no justification. There are crazy people. We have to minimize that type of stuff. As far as the people that were injured, it’s an absolute shame. You just want them to recover. Fortunately the guy was a really bad shot… liberals can’t even shoot straight.”
During the dinner, renowned scientist Jenner also said that climate change is a hoax designed “for the rest of the world to kind of ruin us economically.” She also noted that Crystal Griner, the lesbian Capitol Police officer who was injured in her efforts to defend Scalise and others,”wasn’t thinking about LGBT issues, she wasn’t thinking about any of those types of things.”
