LGBT Charity Investigated for Lavish Spending on Gifts and First Class Travel
A UK LGBT charity that received up to £120,000 ($155,000) in government funding per year between 2008 and 2016 has collapsed because of “chaotic” management.
Founded in 2004, Broken Rainbow aimed to highlight and combat domestic violence in the LGBT community.
According to the BBC, the charity received an annual grant of at least £120,000, with the exception of 2007/08, when it received £30,000 ($39,000).
Broken Rainbows’ chief executive, Jo Harvey Barringer (above) was paid a salary of £57,500 ($74,000) with a potential bonus of up to 15 percent.
After its collapse, MP Bernard Jenkin, asked the National Audit Office (NAO) to investigate.

- – The charity’s management had been “chaotic”
- – Its few organizational policies had not been followed
- – The Home Office had not met its own requirements for monitoring its grant
- – The charity owes more than £34,000 in unpaid tax
Between April 2015 and July 2016, the charity paid Harvey Barringer £114,397 ($147,000) who told the NAO the money had covered her salary, expenses, and wages for other staff members, including her wife.
Although she claimed that the charity’s treasurer had approved the expenses, the NAO report noted: “None of the trustees we have spoken to recall authorizing expense payments to the CEO’s account.”
Additionally, the report found that from November 2015 onwards there was no second signatory on Broken Rainbow’s accounts. Rules require that charities must have two signatures before authorizing payments.
Harvey Barringer said the high turnover of trustees, and bank delays meant she could not wait for a second signatory.
She has also refuted allegations of excessive spending on gifts and first-class travel.
In its conclusion, the NAO said:
“There are rules about how to run small company charities, but in the case of Broken Rainbow they were not enforced…
“Light-touch regulation reduces the administrative burden on charities, but increases the risk that public money may be misspent.”
The Charity Commission is also investigating the closure of Broken Rainbow while the Home Office said it would carefully consider the NAO’s report.
The government has updated its grant monitoring guidance since the collapse of Broken Rainbow.
In January 2015, Harvey Barringer launched a GoFundMe campaign citing an end to Home Office funding. On the campaign page she refers to herself as a volunteer.

31 House Democrats Call on Senate to Reject Anti-LGBT Army Secretary Nominee Mark Green
31 House Democrats have sent a letter to Senate Armed Services Committee Chair John McCain urging the Senate to reject Tennessee Senator Mark Green, Trump’s nominee for Army Secretary, over his history of attacks on LGBT people.

“LGBT soldiers are willing to make tremendous sacrifices to protect our rights and freedoms,” the lawmakers wrote in a letter. “It would be deeply disrespectful to their service to appoint a secretary of the Army whose history of homophobia and transphobia makes it clear that he is not willing to do the same for them.”
Thirty-one House Democrats signed the letter, including Rep. Joseph P. Kennedy III, chairman of the Congressional Transgender Equality Task Force. None of the letter’s signers are from Tennessee.
…Multiple LGBT groups have denounced Green’s nomination, calling him “a social issues warrior” who has worked to undermine LGBT rights at every turn. One of the groups, GLAAD, has released audio from a radio program in which Green, discussing transgender bathroom issues and ISIS, said his responsibility as a state senator was to “crush evil.”

Since the moment Donald Trump won the 2016 election, GLAAD’s main priority has been to hold the incoming administration accountable on any potential anti-LGBTQ policies it may try to enforce. This is why GLAAD created the Trump Accountability Project.
The country is now 100 days in a Trump presidency, and GLAAD sure has been busy.
From erasing any mentions of LGBTQ Americans from government websites to deleting LGBTQ people from the upcoming 2020 U.S. Census, Donald Trump and his administration have proven to us that they are no friends of LGBTQ Americans and in fact are trying to remove us from the fabric of this nation.
But as the Trump Administration tries to erase LGBTQ Americans, GLAAD and the LGBTQ community have fought back. Here’s how:
- Minutes after Donald Trump is sworn in as President, the administration apparently found it priority to remove “LGBTQ” from its entire website.

- GLAAD has spoken out loudly in the press after President Trump nominated what is one of the most anti-LGBTQ cabinets in recent memory.
- GLAAD exposed and blasted Neil Gorsuch’s past anti-LGBTQ rulings as Donald Trump nominated him to be the next United States Supreme Court Associate Justice.
- GLAAD leaked Trump’s secret plan to use religion to discriminate against LGBTQ Americans to ABC News, causing the administration to retract the executive order.
- GLAAD hit back on the Trump Administration’s attempt to erase LGBTQ Americans from the fabric of this nation. This includes the removal from the 2020 U.S. Census and the elimination of LGBTQ seniors from medical surveys.
- Hearing reports of attacks on LGBTQ men and possible concentration camps created by Russian-controlled Chechnya, GLAAD executed a social media campaign calling on the Trump Administration, including United States Ambassador to the United Nations Nikki Haley, to condemn these horrific reports.
- GLAAD unearthed unedited and unaltered audio, which revealed Mark Green, Trump nominee to be the next Army Secretary, called transgender Americans an “evil” that must be “crushed.”
After a week of bad press, Mark Green did an about face and came out in support of LGBTQ equality in the armed forces.
GLAAD and the LGBTQ community have been successful in calling out President Trump and his administration when they have tried to erase us from our nation, but there’s still more to do.
